Create Network account

Open Newly created Active Directory account.  Add Email address and phone numbers, check Title, Org, Manager.
Assign Email license & Teams Phone license if needed

PD OFFICERS Get extensions/voicemail.  Police Recruits do not get telephone extension/voicemail.

UPDATE AD & ASSET DB for new/inherited Hardware/Telephones
